I know neither one is th best, but if you had to choose between living in North Africa or Sub saharan, in terms of economic and personal freedoms and safety and tolerance, resources, etc, is it overall better off for most people in North Africa or sub saharan Africa? Why?

I would go with North Africa. It has more natural resources, or means to extract them from the earth.
