But believe of the saving in police bureaucracy and form filling. Feel of the economies we would make in legal costs and basic public expense. And consider of the improvement in the crime figures!

These things are culture-specific. In Africa, the words of a man might have more weight with that man than here where we're taught from infancy(by TV) to say what needs to be said to get the job done, get the sale sold, get the people to agree. Thus, no, police here very much should not decide things by apologies, as we've too many here already for whom "I'm sorry" means zero, zip, zilch, nada(my mother-in-law uses it instead of "Shut up and leave me alone.") I really don't think that a forced apology is going to help anything? For those that usually obey the law it may help a little but for the person that goes from place to place causing havoc it will have no effect...
