Ethernet is a type of network. Other types of networks are Token Ring and FDDI. Fiber is the media over which the network travels. Other types of media are RG6(coax) and cat 5, 5e, 6, 7 etc. cables. Those cat5 cables are what people frequently(but incorrectly) call ethernet cables. Sometimes distance is a factor in choosing fiber over cat5, but also data capacity, availability of space in the conduit, and how much EMI is in the area all go into deciding what type of cabling should be used.
