H1B Tranfer Refused, Could It Be Re-submitted

Hello,
My spouse submitted a move of H1(good till March 2010) to Organization An also it got refused on Sept 21 2009. Authorized hasn't yet revealed the decline cause. But there is a RFE about the customer name during running. Our concerns are:
May the Organization B refile H1 move as all files are legit and today the customer task can also be steady. When they re-document may my spouse continue employed by Organization a-as he was performing in the earlier H1 move?
If he can't function during re-processing subsequently may he remain in people with me on temperory H4 when I have my H1 from the US organization. I'm a FTE for the reason that organization? Additionally if his refile gets authorized he might need to leave US and obtain his H1 visa placed to regulate the position. Please verify.
Does he need to abandon US during refiling if he can't stick with me?

I am unclear on which happened. Your spouse was (and it is) employed by Organization B and place in a move to Organization A? Exactly why is Organization W processing something if, inside your phrases, your spouse "submitted a move... to Business A"?
Or have you been declaring he was initially employed by Organization A, experimented with move to Organization B, began employed by Organization B as the move was impending, after which the move was declined because of the insufficient reaction to the RFE.
