I recently found out that when she was 13 my sister was kidnapped and raped for about a week. Now she is in love with the guy? Stockholm syndrome perhaps. My mom called the cops on him but they wouldn't do anything because he was a minor or something. The guy is psychotic (as in needs medication but wont take it) and prone to violent outbursts. He uses pretty much any drug he can get his hands on, regularly grows and sells weed. Hes threatened to hurt/kill members of my family repeatedly. He's tried to burn our house down, he was even running around our neighborhood with a torch and gas can trying to set our neighbors houses on fire. He's gotten us evicted from two different houses because of the crap he does. I've tried calling the cops on him several times for growing weed, arson, as well as calling them anytime he shows up on our doorstep. But the cops never do anything. The worse they seem to do to him is put him in jail for a few days or a few weeks, heck when i told them he was growing weed at his apartment all they did was confiscate all the plants. I live in Houston Texas (Harris county area) and I've already checked into self defense laws and I can shoot him if he ever comes into my house. Unfortunately I don't own a gun so I just keep a bat next to the door in case he shows up (not sure if the same laws would apply to a bat though). This person is ruining our lives and I need ideas on how to get rid of this guy before he gets my sister or one of my other family members hurt or killed. I'd like to stay within the confines of the law if anyone is familiar with it. But at this point I'm open to any suggestions.

go to the police station with your family, and talk to the police in person yourself. and buy a gun, if that guy comes back shoot him in the head, and if any one complains, you can blame him cuz its his fault u had to kill him

For every incident, i mean everyone no matter how small. make sure the police make a report of it. evidence evidence evidence. maybey eventually you can get a some sort of charge to stick where your able to get a restraining order or something

i say leave a wallet at your front door[must be noticable] make sure theres around 20 bucks or so in there, wait for him to come [ u could lure him to your house] he should try and take the wallet, when he does make sure you have a camera pointing on the wallet and you will have him on camera stealing money from you, i dont know how long you can be put away for this but im sure its good bit.
