How Do U Report A Fraud Committed By A Pvt. Company Who Provided False Resume Of It Contractor To Win It Contract In Usa

I know there is a one high profile company in Richmond, VA who continuously provides a false resume of IT contractor(majority of them are H1B visa holder) to win VA State Govt. Contract and they also shows their IT contractors as highly educated and highly experienced however none of them are true. How do you report such fraud to US govt. or state govt ?
