I moved to Oregon from Washington on February 1st, 2012 and changed my address during that first week. I'm trying to go back to school, so I'm applying for financial aid and they need to know when I became a legal resident of Oregon. I receive mail to my new address, but that's the only thing that has changed. I don't have Oregon license plates (the car is under my father's name in Washington). Also, I still have my Washington drivers license. Help!
For education tuition purposes, you have to have lived there for a year.
These are the rules from the UofO:
Establishment of a domicile and predominant physical presence in Oregon for a period of twelve months or more prior to the beginning of the term for which residency is sought
Financial dependence on an Oregon resident or financial independence
Primary purpose for being in Oregon other than to obtain an education
Nature and source of financial resources
Various other indicia of residency (ownership of Oregon living quarters, permanent Oregon employment, payment of Oregon income taxes, etc.)
