How to fight ticket- disobeyed traffic control device?

My dad received 2 tickets.

Ticket#1:
Description of Violation: moved from lane unsafely
Additional info: drive across hazard/pavement markings, hov divider- observed the defendent in the left lane and moved across into the hov lane crossing the hov divider

Ticket #2:NYS/VTL-1110.A.
description; disobeyed traffic control device
additional info: minimum speed 45mph, driver stopped in the hov lane, impeding the flow of traffic and almost causing an accident

Both tickets had my dad's last name misspelled by one letter. He admitted he is guilty of the first ticket of moving from the lane unsafely so he plead guilty and paid the fine. however, for the 2nd ticket, he stopped in the hov lane because he saw the police officer wanted him to stop with the lights flicking on his car. his court hearing is tomorrow and i'm translating for him because his english is limited. I understand he stopped in the hov lane, but he only did it because the cop wanted him to stop. does this sound reasonable?

Not really. Part of getting your license is learning the rules of the road, and I remember the driver's pamphlet as being pretty specific on how to handle flashing lights: whether you're being pulled over or getting out of the way for a fire engine or an ambulance, the rule is to pull to the side of the road...not stop in the center of the road.

I don't think he's going to be able to get out of this one.

Extra note: even if he already had a license from another country, it is your responsibility as a driver to know the laws where you are driving. I can't get out of a ticket in South Dakota just because I'm from Washington and don't know their "left lane = passing only" laws.
