If you don't mind taking advice from a thirteen year old,
I have had this problem. A couple years ago, I was constantly getting in trouble in school. My mom and dad got really upset when I did this and I felt like I let them down.
So after getting in trouble many times, I started constantly watching my own step, making sure nothing I say or do could get me into trouble. After saying something that could possibly make me get in trouble, even if it was as small as calling someone "stupid," I lay in bed sweating for hours that night. I had troubles breathing.
Have you had problems with getting in trouble / have had serious repercussions for doing bad things?
If you have, like me, I'm not really sure how to fix it. For me, it went away going into seventh grade. After not getting in trouble for a while, I stopped fearing it, knowing that the problem was done with. I do, however, have a suggestion: get a bit of sunlight and relaxation time. Take a towel, in a bathing suit, and lie down in your yard. If you don't have one, go to a park every now and then. Take a book, and read while relaxing. Or do any activity that relaxes you. Also, playing a sport may help. Anything, really, to keep your mind off the imaginary law enforcement.
If you have not had these problems, I suggest simply saying to yourself, "I have never had these problems. What have I to fear? I will not be reckless, but I will not fear imaginary issues." So whenever you start fearing, remind yourself of this fact. I also suggest the outside-in-the-sun treatment described above.
