How will Obamacare bring down the cost of Healthcare, does it address what keeps the cost high?

I’m not here on hate speech, so that being said lets address the issue at hand which is Cost. I have spent about a week trying to find the reasons why US Healthcare costs are high and have found it is not an easy question to answer as there are multiple reasons that help explain why US healthcare is higher than most of Europe, which in an attempt to sum them up; FDA regulates everything but Profit margins for the Drug industry, Medical Malpractice awards & Cost are 3.5 times lower in Europe than those in the US, most Europeans healthcare systems lack patient options compared to US patients, European Health Care ration care or have extremely long waiting lists for treatment.
Currently European Healthcare costs are rising. Thus, even as the U.S. debates adopting a government-run system, countries with those systems are debating how to make their systems look more like the U.S.

forcing insurance companies to insure long term illnesses and pre-existing conditions will send premiums through the roof, it will take 100-200 premiums to provide yearly support for one long term patient

My plan is to introduce price controls on prescriptions and procedures by administration action once the plans are in place.

The only lower costs that I can see is cost to low income Americans which WILL be lower but still not free by any means as so many people believe. Obama had a few closed door sessions with the heads of the pharma industry (much to the chagrined of his transparency supporters) so it most likely won't come from there and the healthcare industry is currently at the mercy of the technology corporations that supply them and are already receiving subsidies in order to balance that equation. The subsidy costs will have to be be passed on to the average American in taxes or fines, or added on to the deficit, either of which is a pretty hard pill to swallow considering the reasons for the mess in the first place.
