I have a NM labor law question....?

What is NM's law on public employees and collective bargaining? I know the federal relations labor act covers federal employees while entering a collective bargaining agreement. But what is the NM law concerning city government employees I assume it is covered under some law since city government departments, such as the Albuquerque Fire Dept. being union. Any laws that protect another city fire department when trying to unionize?
