I have a rental property that I can't pay the property taxes and water bill right now. I am unemployed at this time and I need time to pay the bills off. If I quick claim it over to someone will the house be clean and clear for them far as my bill? I will still owe the water bill and taxes which I will pay asap once I get a job. I just want to make sure that they don't get charged for my taxes or get my water bill.

No. the house will not be 'free and clear' for whomever is the recipient of the property. Water bills and property taxes follow the house, and will remain open and payable to the new owners until the charges are paid.

The water bill is yours. The property tax follows the property.

quit claiming the property will not absolve the water bill
the quit claim will change the ownership of the property to the person you quit claim it to

It's quit claim, not quick claim. And you do understand that gives up any rights to the house? But no, they'd have to pay the bills if you didn't.
