Form a Neighborhood Watch group with your neighbors. Follow all their procedures for tracking suspicious activity. Have everyone share all the evidence you collectively have.
If there's a way to have the place watched all the time (literally), organize that. That way, you all can collect evidence.
If that doesn't help get police serious, talk to your elected representatives, and to the media. Contact the state agency responsible for investigating police corruption.
When you report crimes (such as vandalism, or a car accident), don't SAY that you know who did it, until asked if you have any guesses who did it (unless you have evidence, such as the license plate of the car that hit something).
I wonder what would happen if your neighbors got together to picket the police station, with signs asking why they refuse to investigate crime?
Those are all the ideas I can think of.
You're right that our husband should not take any action that will land him in prison -- your family NEEDS him there. He wouldn't be doing any good to just get sent to prison for a really long time.
The idea is to use ALL LEGAL means to collect evidence, to move up the chain of authorities, and to bring publicity to the situation.
Document EVERYTHING relevant to the house, and the police indifference.
