I recieve child support , but never went to court for custody. father has never made contact with child ever!?

When I had my son, his bio(father) left us and never came back. We were not married. I went to my local child support agency and filed for child support..I never went to a court. My sons bio has never made any type of contact with either of us, I dont have a clue where he is either. My son and i have never had a problem with his medical insurance until 1yr ago when we switched(moved) counties from L.A. to Kern.(keep in mind my son is 11 now, and we never had any issues). The first time i took him to the doctors in our new county we were told that they would not accept his current insurance because it shows my ex's insurance as primary (and of course I couldn't verify any info on my ex cause we dont know anything about him aside from his name). We didnt even know my son had that insurance all that time. Then after argueing with child support agency, hospital, and insurance company they finallly confirmed he was covered under my ex's insurance plan . Great right?Just give me the info and we'll start using that one. Not!! They refused to send me a medical card for my son because there is no order showing he has lived with me all his life!! I am pissed now because my son now has 2 insurances and cant use either of them. what can I do? please help! Also, my husband might have to be transfered out of state for his new position..can we all move? Like I said before there was never court hearings reguarding custody? can we just move ,or do we need permission? This has caused us so much stress and has affected my health physically and emotionally? My son is also autistic and needs special services but we cant get them if no one will take our insurance! I want to be able to get my child the help he needs and also let him experience things like traveling but this is hindering it for him. What I would like to have happen is for my son and our family to able to use whatever insurance we want , travel where ever we want with out any fear that we're breaking law some how. Also, my son is upset he cant change his name to my husbands...I never changed mine when i got married because I didnt want my son to feel left out. So he has my name and hyp.bio's last name. We'd all like to have the same last name. My husband is the only one who works because I always need to be availble for my 11yr old and my3 yr old. Please help!!

A family lawyer should be able to sort all those issues out for you. You're right in everything you're seeking. Get it done so that you can get it all off your mind. Social agencies are supposed to help people but sometimes they can be such bureaucrats.
