I have lived in Washington the entire year, since 2007 actually, and I received the $15 from a small class action settlement. I received a W-2 for the amount of $15.

Yes. If your only income from anywhere in the world was this $15, then you would not have to file.

However, if your total income, from all states and countries, is enough that you would have to file if it had all been from California, and any of it is W-2 income from California, then you do have to file.

Did they take CA withholding, or Federal withholding. If so then you want to file the return with either CA or Federally or both, to get your money back, since your income of $15 is not subject to tax. If they did not take out any withholding then you do not have to file if that is the only income you had in that tax year.

A class action settlement from CA that you received while living in any other state would not be taxable in CA. Even if you did work in CA that earned you $15, that's WAY below the CA filing requirement amount.

when you report your $15 as wages on line 7 on your 1040, the amount would be forwarded to the 540NR
but your standard deduction would overcome the $15

yes because if you fail to in 2-5 years CA will send you a bill based upon your federal tax return. Your W2 was the problem :(

No, you need not file a CA tax return based on $15 settlement.
