Insurance is saying they wont cover my car being totaled?

I was about 15 feet away from my car when another car rammed into it and hit me into the parked car in front of mine, both of their cars were undamaged and driveable but mine was sandwhiched and totaled. That was 4 weeks ago and now her insurance is saying they won't cover the incident because there was nobody in the 2 parked cars she hit so its property damage and there was no personal injury. Can they do that? What can I do to take care of this problem?? I live in Washington state also and she has progressive

Both the other cars were undamaged but yours was totalled?
She is liable for damage caused. If her insurance is wriggling claim directly against her. Is it her insurance company that has said they won't pay or has she told you that?
