Is it easy to get visa/residence in Canada when you've been deported from the US?

This is not for me... but my mother keeps suggesting that my brother, who was deported about a year and a half ago should try to go to Canada and I tell her that it's not possible.

He got deported because he just kept breaking too many laws (he never killed anyone though) just too many law breaking in relations with drugs...and getting caught will on probation. Point is.. I keep telling her that they won't want him over there after all he did here.. but I'm not sure.. would you help?

What about Spain?

In general when you get deported from a country I'd doubt it would be easy to be allowed to live in another one? but I don't know.. so please help.
