Is it legal to have copyrighted pictures on a person's hardrive without permission?

I was playing this game, which is technically operating illegally because of copyright infringment as they do not have permission have authorization to use the images, but I was told that it not illegal to play this game. Of course I noticed another issue. When I down load then I get lots of pictures on my hard drive relating to Pokemon of course since it is a Pokemon fan game. So I was also wondering if it is technically illegal to play. I live in the US.
---Important. Also the people doing are using Sweden servers to host the game and Sweden does not recognize international copyright law.

Its illegal for people to get tattoos of their favorite copyrighted characters but people do it anyways because the companies don't really care because it adds to free advertising and shows a fandom. Same thing with your pictures of pokemon
