Is it really illegal for a tourist to buy drugs in Amsterdam's coffee shops now?

The Dutch were thinking about passing a law which banned tourists from entering "coffee shops" to buy drugs. They were going to make them sign up for a 'dope pass' to gain entry. Has this happened or was it dismissed? Can tourists buy drugs there still?

It will be illegal after January 2013.

Yes it passed, first phase of implementation on may 1st, Amsterdam not scheduled until january 1st 2013. So this year any drugs tourist who can prove to be 18 is still welcome
