Was it a mistake to pass a law during tough economic times that directly links every new job with federal mandate on employer to provide a more expensive comprehensive healthcare policy with each and every new job created??

If you were out of work for more than 6 months would you prefer having a job without healthcare instead of no job at all?

Of course it was a mistake. Regardless of the timing, the whole bill is unconstitutional. And any job is better than no job.
