Is this an indentity theft or not illegal at all in America?

Hi. I'm not talking about stealing anyone's real name and ss# or stealing anyone's money or causing any forms of deformation of character.

If a young girl is very insecure and stole someone's photos and made up a fictional character and pretended to be a girl in the photo using a different fake name and fake location on a site like Facebook or Myspace, would this still be an indentity theft?
All she does is to chat or message with a bunch of online friends she met on the net and nothing sexual.

I've seen it happen a gazillion times on Myspace when Myspace was so popular but i have never heard of anyone got arrested because of that.
I guess the tricky part is that there's absolutely no law against lying or pretending someone else on the net in the U.S.

Since its a made up person, its not identity theft. but it is fraud and false information. the girl wouldnt get arrested just for doing it unless they were using it to do something more serious like hacking or online bullying. but if she got found out using a fake profile it might be deleted. my old facebook got deleted just because i lied about my age by two years. the best choice for her is to just be secure about who she is already.
