let's say you are watching a popular TV show, you pause it, then you oil paint the image onto a canvas. You aren't exactly copying it as with a photo, so could you SELL the completed work?

Would you have to get clearance or permission to sell and profit from it?

WHERE online might I go to see the law that governs this issue in layman's terms?

As the matter of fact that it is Oil-painted and not exactly the same thing as original, so i guess you can do anything with it ( sell it, rent it, etc).

That is copyright infringement.

Creating a derivative work from another work requires permission from the holder of the copyright.
