Law question about the students rights?

Dear ladies and gentlemen!
I am studying at the international university. My all grades are A. Only from math exam I am failed,but I havent any problem with attendence.SSU department said us that we must retake the math exam. Recently we passed our exam,but they gave us a math problems which we didnt cover during the math lesson. These year more than 100 students are failed. We failed only from one module. In our handbook it is written that if we will fail from one subject they will take into account our other marks from other subjects,but they didnt it,and they want to re module us.
Please give me advice what can I do. In which organization can I complain about this problem.
