Laws about Picking things out of the Trash in Ohio?

In the State of Ohio when you discard your trash into trash bin.
Or Most of all in your own trash can on your own land for the trash man to pick up.
Is it considered abandoned property? And anyone can take it?
NOTE : I know it is "free game every were" They try to put just a person in jail in some of these Ohio towns for picking things out of the trash.
Please post a link to the law where I can prove this by law.
10 points for sure for the person with a link to the site with the Ohio state law that says this.

As you have noted in your question, city ordinances vary. There is no statewide law. Perhaps you could indicate your city.

Federal law states and the US Supreme Court has upheld, that trash disposed of in a trash receptical is not subject to privacy laws providing the trash container is on public property. The court further stated that the act of throwing something out indicates that that item is no longer wanted and is thereby not subject to the privacy laws.

Any garbage can can be searched if its on a sidewalk or public property.
