The letter should go to the court clerk and not the judge. In my state, the judge is not legally allowed to read letters on open cases, as they are required to be totally impartial if it goes to trial. I would suggest you call first to see if the judge will even accept the letter, or perhaps they offer other programs such as community service or traffic school to dismiss the ticket.
