without reasearching specific state statutes, I will tell the answer is almost surely I was a police officer for 5 years. States, as a rule, have what they call reciprical agreements, and yes, an officer in one state can cite you for a registration offense in another state. For example, I was an Officer in california and I personally cited expired tags for nevada residents sevarl times, as well as at least one Colorado tags. As a rookie cop, I was doing parking tickets in the large city I worked in. We checked every parking meter and each car for tags - even if a car was out of state, they have to have a plate or a tag for expiration in the current year - you understand, if that wasn't allowed, you could, say, move to virginia and never buy virginia tags and they could never cite you for a lapsed registration. While I don't know for sure about Virginia/Maryland, I would assume they would have a reciprical agreement there.
