My dad's car got towed?

His car got towed 12 feet away from the apartment where mom, dad and i live in. Is there any law against someone towing the car if it's that close to private property? couldn't they have just send the bill or something? Not to mention that he only just left for 1 minute LITERARY. I'm almost sure the guy towing the car was just stalking him.
