Step 1 = send a certified letter that says, if your final paycheck is not recieved by x date (give 7 business days) you will be filing a claim with the state.File a complaint with the state labor board. Let the state deal with him.
file a complaint with the enforcement arm of the Ohio Labor Relations Board [or Wage and Hour Commission or whatever its called in Ohio]. this should be free.Sounds like you will have to take him to court.

Call your state dept of labor. Suing will just cost you extra money, no point in that.Report them to the labor board. You'll have your money in a couple of days.
