and our neighbour hears about it and washed the corolla instead of his nissan. Now, my husband refuses to pay this person. Is my husband has a legal right to payment if it is base on implied-in-law contract?

your husband is a dick head and if i was ur neighbor i would throwing dirt on the car smashing windows or i would jus cut both the cars breaklines haha that would teach u asshole a lesson ur lucky im not ur neighbor

Makes no sense because you write so poorly.

IF your husband was to pay someone else for washing the car, then WHY do you feel your husband "has a legal right to payment"??????

Hunh? What you just wrote meant the neighbor washed HIS OWN CAR, the Nissan.

Did your husband specify which car was to be washed?
You're telling us nobody saw the neighbor doing the work on the wrong car?

Solution - have neighbor wash the correct car and pay him $75 - 2 car washes, 1 at half price.
