Why Does Verizon Try To Block Some Internet Applications On Their Fios Network?

I tried to run an internet webcam but Verizon sets up a block on port 80 so that any application that needs that port will not run. Isn't there some kind of rule about network neutrality that prevents ISP's from blocking applications like that?
