News of Traffic Law

I am curious how many laws, rules, regulations, ordinances, codes and treaties we are subject to in the United States. I realize an exact number would be impossible to come up with, but it seems to me someone should be able to provide a ball-park figure. I am just wondering how many rules we have to follow. Does anybody know if it is illegal to carry stuff on top of a car which does not have a car-top carrier or railing system, if I am sure to secure the stuff with good bungee?

Is it true that police officers cannot break traffic laws unless they are responding to a specific incident? The way I read (NYS) traffic law, it is. But why do they constantly speed?

I was driving on campus the other day and i got pulled over by the cops. I know the university has their own speeding tickets and traffic laws. So why should the cops be able to pull you over.
