NJ EB Ending July 7th 2012 For Long Term?

My friend just told me he received a letter from New Jersey Department Of Labor sayin; as of July, 7th 2012 Federal law is ending EB benefits to "long term" (what is considered long term) unemployed. I however did not get this in the mail, and I have been on unemployment for a year compared to him where he got so low he passed under 6 weeks. I have been ACTIVELY seeking work through out the whole process. Does this qualify for everyone, or just people who been on it for a long period of time like 2 years?. No, I did not ask to be on unemployment, and yes, i paid into it, so no rude remarks please. I still have a claim balance and all left if i do not find work, so i am confused on whats gonna happen?
