A violation of CVC 4000(a) can result in a fine and fees of about $190 (per the 2007 Uniform Bail Schedule).
If the vehicle has been expired for 6 months or more, the vehicle may also be impounded.

The citation is a "fix it" ticket, so if the registration is paid, the fine is reduced to a simply administrative fee - usually about $20.
Failure to take care of the citation can result in additional citations later for the same and more serious offenses for failing to take care of the matter in a timely manner.

Yes ... as long as you still had the pink, temporary registration given you by the DMV when you paid your fees.
If not, then the same rules apply as before, and your vehicle is NOT registered.
