Operating Someone-Else's Automobile With Expired Tabs

My problem requires vehicle registration or title within the state-of: Oregon
My closest friend was driving her father-in-laws truck with expired automobile tabs. She was stopped and issued a citation for expired monitoring of his automobile.
May that solution stick to her driving history though it wasn't her automobile? Why does she need certainly to pay the fine for someone-else's error?
May she challenge it in court?

She is free to dispute it in court but the driver is responsible. Assuming he gets it taken care of, the judge will probably reduce the fine.
