Under the Indian law, can the accused in murder case be let off if the victim's family opts for an out of court settlement ?

Murder is a heinous crime and it is against the society/state even though if the victim is a person the State is the complainant against the accused person in the court.
More so this is a cognizable, non-bailable, non-compoundable offence punishable with life imprisonment or death and fine offence were even if the family of the victim is financially compensated out of court the question of seeking the accused person excused from the court doesn't arise.
The accused person if found guilty has to be punished by the State and such person cannot take plea of his/her being excused by the family of the victim out of court as they were financially compensated for their losses caused by the death of the victim.

I am not familiar with Indian law, but murder is a violent crime and I imagine that it can't just be swept under the rug with money.

In todays world many people are interested to make people mad so they don't caught in murder case etc. It is done by money people and who want money and evil things.
