Possible Statutory Rape Accusation

Our younger brother who's 16 is dating an 18-year old woman and my mom hates her my mother really wants to understand when there is something she may do to obtain her in big trouble for making love with my buddy. She's no evidence except the term from me and good friends. He's run-away and wont return calls, this woman has held him from likely to college and it is destroying his life. Is there any means we are able to look after this? Somebody please help.

If he has run away and is with her, she could conceivably be charged with something like contributing to the delinquency of a minor, or harboring a runaway.
