Congress hasn't currently passed any law permitting a bankruptcy judge to modify a mortgage on a primary residence. In its current form, the bill would allow the judge to do so only within the framework of a Chapter 13 proceeding.
If you are having a problem with your mortgage, now is the time to go talk to an attorney, prior to getting to the point where you can't pay anything and end up in foreclosure.
