Renting a car under 21?

I'm 19 years old, and I'm going to be taking a trip to Baltimore this next week. I've done a lot of research that seems to suggest that virtually no car companies will rent a car to folks under 21, but that there's no law against it. Does anybody know of a rental car company in Maryland or the DC area in which I could pay a surcharge to rent a car if I'm under 21 (I'm willing to pay a pretty hefty surcharge)?

Just remember, text and drive and only look up at the road whenever you hear your car shake or when there is a stop sign through your windshield and then in that case, tell them to stop whining, they got a free stop sign, greedy bastar*s

Actually, most places only rent cars to people over 25. The reason is because of the high cost to insure a driver under the age of 25.
