RSPCA or environmental would they destroy these animals?

I am trying to work out whether reporting somebodies rooster would be a good or bad thing for them. Would the RSPCA actually rehome 14 roosters that are kept together and always fighting, the owners have made a retarded attempt at sectioning off the areas with 2 foot fencing when the roosters can fly over 10 foot fencing. Obviously they dont have much money, but should not of bred so many if they could not afford to look after them properly. Anyway after them totally ignoring me when somebody was keeping dogs for fighting and they waited until the dog actually attacked a human. I understand that they have to keep things within the law, but is just wrong when so many animals are being neglected and abused and people have to illegal rescue them due to the law being more in favour of the abusers.

Also our other neighbours let their 6 roosters and 2 hens roam the village, they breed and the bachelor cocks end up in other peoples gardens. they fight all the time and a couple have been run over. I get the whole free ranging thing but on your own property and either rehome the ones who fight or build large runs for them of high fencing. NONE of the people are approachable both i have seen being very aggressive and violent with people and with animals ie. throwing tools at animals to get them to move, screaming ' get here now you F**cking b*stard' etc
