Should I ask for promotion again or just start job hunting?

I have worked for a 30-person privately owned biomedical company for four years. My actual title is Admin Assistant however I perform more as an advanced Office Manager. I do all the Admin work, Executive Assist work, all the IT work, some Financials, Shipping, and recently all the HR things as writing and implementing polices, procedures, and creating the forms. I have also written and implemented several other policies and procedures. I was told in October that I would be promoted at the next review time (at the beginning of 2012) and when it was time I was told there wasn't enough money in the budget. However, since I was told I would be promoted 4 people have been promoted. (1 before the denial and 3 after they denied me). Being close to the financials I am well aware of the lack of money however 2 of the promotions were huge amounts and I am not understanding how they can promote huge amounts and not give me anything. I am a very hard, positive worker and I am consistantly putting in extra hours during the week and weekends. I really do like my job and the people I work with but I am finding myself very frustrated and at some points upset that I am not getting any recognition or compensation for all my extra hard work. At this point my husband is in school so I am the family's sole provider and am a little worried about switching jobs now. Suggestions please??
