even if they were to have permission to marry---they should be excluded from all protections under US law....and just think if we started letting pay to marry here----they would only have to return to file for divorce in our courts---be given FREE representation----and all again---at the tax payers expense.....we are a becoming a nation of fools.....

Of course they should.

The requirement for a Social Security number to get a marriage license is fairly recent, about ten years old, and was not put in place for any immigration reason whatsoever. It was to make it easier to collect child support payments.
