I got two speed tickets while traveling in California but I am a Washington state resident. Will I have to check Washington or California traffic laws to find out how much the fine will be?

The fines will come from California.Since the offense occurred in California, it is subject to California law.
Assuming both of your tickets were for a violation of between 1-15 mph over the limit, the bail (fine) for each ticket will be $211 each.
If it was 16-25 over, the fine will be $331. I hope you weren't going more than 26 mph over because then the fine would be $445.
All amounts above include all fees, including the $65 court security fee and conviction assessment.
If you can afford the tickets and you don't care about your insurance going up, pay it. Otherwise, you are entitled to a trial by declaration. This means you don't have to show up for court. It's all done by mail.
There are no guarantees but there is nothing lost by doing it. The officer is required to fill out a form stating the facts and send it into the court. Sometimes, they forget or just don't do it.
