Speeding ticket 74 in 55 mph zone?

I got a speeding ticket on dumbarton bridge in California the speed limit is 65mph. My father says to do a written declaration in order to win the case. I was wondering when do I write it and does ticketkick.com work. Also on the back of the ticket it says appear in Fremont in the next 60 days just confused about the whole thing

Uhh, are you in California? Otherwise, it says you have to be there. And also, a written declaration doesn't mean you'll win it. And anytime before the 60 days is up.

You will still need to pay the ticket before the due date. Ignoring it or fighting against it is not worthwhile.
