Subleasing Roommate Question?

My roommate is trying to sublet his room for the next month or so, and I'm looking for someone who can help with some MIchigan subleasing law. He has subleased his room before, and the last guy up and left owing me about $80 in utilities. Now he's subleasing again, and I said that I was refusing to sign the sublease until I was paid what I am owed. He then proceeded to move the new guy in anyway, without my consent. Do I have any legal ground to demand the new tenant be evicted until I approve him or at least get my money somehow? We have a single liability apartment, so I can't get it out of our security deposit. Thank you!
