Suing a driver who caused an accident by running a red light?

This is not a personal question, it's for research I'm doing.

My question is, if a person runs a red light and causes an accident with serious injuries to the people he/she hits, can they be sued by the person that was hit?

If not, what kind of claim would the person that was hit get from their insurance company if the injuries were serious?

Also, if the person the driver hit was killed, what would happen to the drive? (As far as suing and charges go.)

If the driver that was hit has car insurance they can NOT sue (except to recover the deductible) without the permission of their insurance company.because when you buy insurance you give power of attorney to the carrier to act as your agent.

If they don't have insurance they can sue.
