Under Construction Road/Closed Road Considered as Private Property?

Too keep a long story short, I drove into a under construction/closed road and got pulled over for it. I received a ticket and the offense was "Using private property to skip traffic" (not 100% sure on the wording) Is this accurate to anyone's knowledge? I was on a public road that was under construction so i don't believe that consider as a private property.

The road itself should not be private property, but it would be common for them to dig up much more than the road. It is quite possible you wandered off what will be the road and onto adjoining private property. However, it is impossible to tell without knowing exactly where this was and exactly where you went.

Actually if the road was closed it isn't really a road anymore... its a construction site.
