Using someone's picture without permission?

I got a picture of (a certain person that I hate) off Facebook and plan to use to use the picture to portray it in a negative and insulting way, kind of like how the "Annoying Facebook Girl" and "Scumbag Steve" memes were made. Would this be considered libel, slander, or online bullying of some sort?

Please note that I got the picture off Facebook, where people share stuff publicly, and I will be making changes to the picture and will not use the person's name. People do this kind of stuff with celebrities anyway.

It's considered cyber bullying, and defimation of character, and yes you can get into serious trouble for it. It's completely different when people do it with celebs photos. I'm surprised you'd even think about doing something like that, cuz folks are CRAZY nowadays. You mess around and piss the wrong people off and they coming for ya blood. Don't do it. No need to stoop that low and in the end you'll look like the jackass for posting a hateful pic.
