Utilities and chapter 13?

My in laws are going though a nasty divorce. The wife is totally dependent on the husband. Her cable, phone is 2 months behind ready to be cut off. He just filed chapter 13 listing this on it. Will that stop the cut off until a bankruptcy decision is made.

Not where I live, which is the desert area. Except for electricity in peak summer months for health reasons. Local laws rule.
