We're purchasing house-but havent shut today by having an examination we've unearthed that well-pump doesnt work. also requires a new septic system. Hud wants us to place it about the escrow amount. and pay ourselves. I had been informed it had been illegitimate to market a house without any water. Do they've to pay for or are they ABOVE REGULATIONS?
