Limiting Malpractice suits has proven to not help. Texas has limited malpractice suits to $100,000, and Texas still has the second highest medical cost in the USA.

PerhapsTreating doctors the same as all the other occupational professionals are treated when they maim or kill someone. Perhaps charging the doctor with assault or manslaughter when they maim or kill someone will make the doctors slow down and pay attention to what they are doing.
